Ideological and Political Basis for Local Self-Government Bodies

This is a document of systemized importance and will allow harmonizing the five-year community development programmes, which serve as an ideological and political basis for the local self-government bodies: the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan said, presenting the draft law on Making Amendments to the Law on the RA Budgetary System and the package of the enclosed presented draft laws in the second reading.

The debate was held at May 25 regular sitting.

The key rapporteur has noted that the problem in content relates to the idea of the medium-term expenditure framework in the community budgetary process, and introducing it as a document. “At the level of the state budget in parallel with the medium-term expenditure plan, it will perhaps be logical that we would have such short-term planning of the financial flows at the community budget level. However, until now we have remained restrained, because the communities with their sizes, the volume of their budgets and abilities were not always proportional,” Vache Terteryan said.

According to the executive body, and as a result of the implemented reforms, we have comparative and proportional communities, abilities and budgets, and it became possible to have medium-term financial planning also in the communities. The process will be parallel and consonant. According to the described schedule on the budgetary system at the beginning of the year the necessary starting point data and the medium-term expenditure framework of the Government will also be regulated for the communities from the moment of the submitting to the NA, in one month the communities will have their medium-term expenditure frameworks. The elaboration of the frameworks will begin in the communities this year in order they will already be available in 2023. Until August 10, the Ministry of Finance will work out the methodological guidelines, which will be provided to the communities. And the communities will have the medium-term expenditure frameworks.

The Standing Committee on Territorial Administration. Local Self-Government, Agriculture and Environment endorsed the package of drafts.

The parliament debated in the second reading the bill on Making Addendum to the RA Code on Lithosphere. The RA Deputy Minister of Environment Gayane Gabrielyan presented it. It was informed that only technical amendments were made.

The deputy Aren Mkrtchyan said about the endorsement of the initiative made by the Standing (Head) Committee on Territorial Administration. Local Self-Government, Agriculture and Environment.

The bill on Making Addenda to the Law on Mass Media authored by the deputies Artur Hovhannisyan and Lilit Minasyan was debated in the second reading.

According to Artur Hovhannisyan, the draft law has been amended from the first to the second reading. The co-author noted that good cooperation has formed with the journalistic organizations, and within its framework it will be jointly possible to more improve the law on Mass Media with the colleagues of the Standing Committee.

The member of the Standing (Head) Committee on Science, Education, Culture, Diaspora, Youth and Sport Hasmik Hakobyan presented the endorsement of the Committee.

Afterwards, as the RA Deputy Minister of Justice Arpine Sargsyan presented, the draft law on Making Amendments and Addendum to the RA Criminal Procedure Code was debated in the second reading. As the rapporteur informed, by the proposal of the Government the action of the law will be spread on the cued criminal cases after not only entering into force, but also on the current cases.

In his co-report, the Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the endorsement of the Committee.

The deputies debated in the second reading also the addendum being made to the law on Education. The RA Deputy Minister of Justice Arpine Sargsyan reminded that the draft law is aimed at the expansion of the opportunity of taking part in the educational processes for the convicts serving the sentence at this moment in the penitentiaries. The draft law was not amended from the first to the second reading.

The Chair of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan presented the endorsement of the Committee.

The debated initiatives were passed in the second reading and completely.
